Del 28 al 30 de Junio de 2017, una parte importante de los gobiernos del mundo se reunirán en Berlín, Alemania para celebrar el décimo Foro Mundial sobre Migración y Desarrollo (FMMD), con el objetivo de avanzar en  la reflexión y articulación de acuerdos globales sobre la migración a nivel internacional. Parte fundamental de esta articulación es la consolidación de los contenidos del Pacto Global para una Migración Regular, Segura y Ordenada que junto con el documento para la Protección Integral de Personas Refugiadas que serán firmados en 2018, representarán los marcos de referencia mundiales para sentar las bases de la política migratoria global.

Hasta ahora, la sociedad civil de la región Latinoamericana se encuentra aún muy al margen de las discusiones globales al respecto, y el Foro Mundial representa el único mecanismo global hasta el momento disponible para que la sociedad civil puede expresar su voz, a pesar de las agendas ya establecidas por parte de los gobiernos. Es por esto, que como bloque de organizaciones y redes de sociedad civil de América Latina y el Caribe, expresamos las siguientes recomendaciones para el Foro Mundial sobre Migración y Desarrollo:

1. El Foro Mundial sobre Migración y Desarrollo debe convertirse en un espacio incluyente, privilegiando la participación efectiva en todo el proceso de la sociedad civil, las personas en la migración y sus familias.
2. En la mesa de Fortalecimiento de la Cooperación, los gobiernos deben incentivar la participación de la sociedad civil, y especialmente las voces de migrantes en la construcción de espacios vinculantes de convergencia para el diseño, observación y rendición de cuentas de políticas migratorias. 
3. En materia de Coherencia y Seguridad, el FMMD debe reconocer a la migración como un fenómeno multicausal directamente relacionado con los modelos de desarrollo excluyentes que hoy día prevalecen en el mundo y se expanden en las regiones del Sur global. En ese sentido, la agenda del Foro debe expresar las distintas dimensiones, causas y consecuencias de la migración, enfatizando las diferencias en los impactos sobre los diversos grupos prioritarios y regiones.
4. El FMMD debe impulsar a que los Estados cumplan con su obligación de garantizar el respeto, acceso a derechos y a una protección internacional de todas las personas en la movilidad humana, independientemente de su condición migratoria. Así mismo, este espacio debe de promover las condiciones para una vida digna y el acceso derechos como la justicia local y transnacional, atención a la salud, educación, identidad, trabajo decente, unidad familiar y a una regular estancia, entre otros.
5. Es indispensable que el FMMD propicie espacios de reflexión que permita a los Estados y las sociedades dialogar y entender a las migraciones desde un enfoque de seguridad humana, identificando las causas que las provocan y las consecuencias que generan las políticas migratorias restrictivas que dan forma a las experiencias de las poblaciones migrantes y fomentan la actual crisis humanitaria migratoria.
6. EL FMMD debe guardar una estrecha relación con los Objetivos del Desarrollo Sostenible y los acuerdos para la Cooperación internacional, buscando la armonización de objetivos y estrategias con la participación de la sociedad civil.
7. En el espacio dedicado a la implementación de la agenda global, el Foro Mundial debe de reconocer la importancia de los gobiernos locales como el primer rostro que encuentran las poblaciones migrantes, y por lo tanto, se debe fortalecer su capacidad de gestión y legislación para asegurar el acceso a derechos y la integración de esta población.

Latin American Block Recommendations for the Global Forum on Migration and Development

From the 28^th to the 30^th of June 2017, a significant number of the world’s governments will meet in Berlin, Germany to celebrate the 10th Global Forum on Migration and Development (GFMD), with the aim of advancing in the reflection and articulation of global agreements on migration at the international level. A fundamental part of this articulation is the consolidation of the contents of the Global Compact for a Regular, Safe and Ordered Migration that, along with the document for the Integrated Protection of Refugees that will be signed in 2018, will represent a global framework of references to lay the foundations of global policies on migration.

Until now Latin American civil society has remained at the margins of global discussions on the issue. The Global Forum represents the only global mechanism available to civil society to express its voice, despite agendas that have already been established by governments. For this reason, as a block of civil society organizations and networks from Latin America and the Caribbean, we have put forward the following recommendations for the Global Forum on Migration and Development:

1. The Global Forum on Migration and Development should become an inclusive space, giving priority to effective participation of civil society, populations in migration and their families throughout the whole process.
2. In the Strengthening Development Cooperation working table, governments should encourage civil society participation, and in particular migrant voices, in the construction of committed spaces for the design and observation of and accountability in migration policies.
3. In terms of Coherence and Security, the GFMD must recognize migration as a multi-causal phenomenon that is directly related to the exclusionary development models that prevail in the world today and their expansion in the regions of the Global South. In that sense, the Forum’s agenda should express the different dimensions, causes and consequences of migration, emphasizing the differences in impacts on the various priority groups and regions.
4. The GFMD should encourage States to fulfill their obligation to ensure respect for, enjoyment of rights and international protection for all persons in human mobility, regardless of their migratory status. Likewise, this space should promote the conditions for a dignified life and enjoyment of rights such as local and transnational justice, healthcare, education, identity, decent work, a family unit and a regular stay, among others.
5. It is essential for the GFMD to provide spaces for reflection that allow states and societies to dialogue and understand migration from a human security perspective, identifying the causes of migration and the consequences of the restrictive migration policies that shape the experiences of migrant populations and exacerbate the current humanitarian crisis.
6. The GFMD should be closely related to the Sustainable Development Goals and agreements for international cooperation, seeking the harmonization of objectives and strategies with the participation of civil society.
7. As part of the space dedicated to the implementation of the global agenda, the Global Forum must recognize the importance of local governments as the first point of contact for migrant populations and, therefore, strengthen their management capacity and legislation to ensure the enjoyment of rights and the integration of this population.

Empfehlungen der lateinamerikanischen Zivilgesellschaft an das 

Globale Forum für Migration und Entwicklung

Vom 28. bis 30. Juni 2017 findet das Globale Forum für Migration (Global Forum on Migration and Development, GFMD) und Entwicklung in Berlin, Deutschland, statt. Vertreter*innen der UN-Mitgliedsstaaten kommen hier zusammen mit dem Ziel, sich über internationale Migrationsabkommen auszutauschen. Dabei spielen die Konsolidierung des „Global Compact on Migration“ sowie des Dokumentes zum integralen Schutz geflüchteter Personen, welche im Jahr 2018 unterzeichnet werden sollen, eine entscheidende Rolle, beide Dokumente stellen den internationalen Referenzrahmen im Kontext der globalen Migrationspolitik dar.

Bis heute sieht sich die lateinamerikanischen Zivilgesellschaft an den Rand der globalen Verhandlungen gedrängt. Dabei stellt das Globale Forum für Migration und Entwicklung aktuell den einzigen internationalen Rahmen dar, in dem die Zivilgesellschaft eine Stimme neben den Agenden, welche von den Regierungen eingebracht werden, bekommt. Daher bringen wir als Gruppe der zivilgesellschaftlichen Organisationen und Netzwerke Lateinamerikas und der Karibik unsere Empfehlungen fürs Globale Forum für Migration und Entwicklung an:

1. Das Globale Forum für Migration und Entwicklung sollte sich zu einem inklusiven Rahmen entwickeln, in welchem die Beteiligung der Zivilgesellschaft, der Migrant*innen und ihren Familien am gesamten Prozess privilegiert wird.
2. Am Verhandlungstisch zur Stärkung der Kooperation (Mesa de Fortalecimiento de la Cooperación) sollten die Regierungen die Beteiligung der Zivilgesellschaft und insbesondere der Migrant*innen fördern und einen Raum zur Annährung für den Entwurf und die Beobachtung der Migrationspolitiken sowie ihrer Rechenschaftspflicht schaffen.
3. Im Bereich der Kohärenz und Sicherheit sollte das GFMD die Migration als ein multikausales Phänomen anerkennen. Dabei steht die Migration in einer direkten Verbindung mit den exklusiven Entwicklungsmodellen, welche heutzutage in der Welt vorherrschen und sich auch immer mehr in den Regionen des globalen Südens ausbreiten. In diesem Sinne sollte das Forum die unterschiedlichen Dimensionen, Ursachen und Folgen der Migration beleuchten und die unterschiedlichen Auswirkungen für die priorisierten Gruppen und Regionen betonen.
4. Das GFMD sollte vorantreiben, dass die Staaten ihre Pflicht erfüllen, allen Personen im Kontext der humanen Mobilität, Zugang zu ihren Rechten sowie internationalen Schutz unabhängig von ihrer Migrationssituation zu gewährleisten. Zudem sollten in diesem Rahmen unter anderem die Bedingungen für ein würdevolles Leben, der Zugang zur lokalen und transnationalen Justiz, das Recht auf Gesundheitsversorgung, Bildung, Identität, menschenwürdige Arbeit, Familie und eine legalen Aufenthalt gefördert werden.
5. Es ist unabdingbar, dass das GFMD Räume zur Reflexion schafft, welche den Staaten und der Zivilgesellschaft die Möglichkeit gibt, in den Dialog zu treten und die Migration aus einer Perspektive der menschlichen Sicherheit zu betrachten. Dabei sollten sie die Ursachen sowie die Folgen von restriktiven Migrationspolitiken identifizieren, welche die Erfahrungen der Migrationsbevölkerung prägen und eine aktuelle humanitäre Migrationskrise fördern.
6. Das GFMD sollte in einem engen Zusammenhang mit den Zielen für nachhaltige Entwicklung und den internationalen Kooperationsabkommen stehen und eine Harmonisierung mit den Ziele und Strategien unter Beteiligung der Zivilgesellschaft anstreben.

7. Das GFMD, welches der Implementierung der globalen Agenda gewidmet ist, sollte die Bedeutung der lokalen Regierungen im Migrationskontext anerkennen. Bei den lokalen Regierungen handelt es sich um die erste Instanz, auf welche die Migrationsbevölkerung trifft. Daher sollten die Verwaltungs- und Legislativkompetenzen der lokalen Regierungen gefördert werden, um den Zugang zu den Rechten und die Integration dieser Bevölkerungsgruppe zu sichern.
